At no point does Cameron say these are things he wants. Only that he requires them to win the referendum…
Also, this returns no power it just creates one new specific rule for the UK on benefits. Showing that this is what will always be required for every future change!
It is all on a promise – if the EU were decent trust worthy people we would have an agreement already.
What happens next time we want a change?
Finally Cameron makes clear he is interested in being on the winning side, he prefers in but will sell that position out if it looks like it will lose.
